Under last week’s authorization bill, the president would have authority to train 5,000 fighters in Saudi Arabia for insertion into the civil war in Syria.

This is in effect a re-arrangement of the deck chairs. To this point the training was carried out by the CIA in Jordan and Turkey. Now, the program will be moved to the Pentagon and to Saudi Arabia.
