The broadband industry really had everything it wanted: rules that didn’t touch wireless networks, and made it effectively ok to do pretty much whatever you wanted short of outright website blocking.
Then Verizon got the bright idea of suing the FCC hoping that they could permanently erode the FCC’s authority and prevent any additional rules.
